Do recipients need Apple Wallet?

No. They open your noume.site link in a browser on any phone. Wallet is for you, so your card is always handy.

Can I update the pass after I change my card?

Yes. After you save changes to a published card, Wallet can refresh the pass so the details stay current.

Is Google Wallet supported?

Not yet. Apple Wallet on iPhone ships today; Google Wallet is planned. You can still share by link and QR everywhere.
